PROCUREMENT AND LOGISTICS MANAGER

JOB SUMMARY:

The Purchasing & Logistics Manager is responsible for overseeing the procurement of raw
materials, packaging supplies, equipment spare parts, and other necessary resources. This role
involves developing and maintaining procurement plans, negotiating contracts with suppliers and
managing inbound and outbound logistics. The manager ensures timely and cost-effective
sourcing while adhering to regulatory requirements and maintaining optimal inventory levels.
Additionally, the role includes supervising procurement and logistics staff, fostering supplier
relationships, and ensuring compliance in accordance with the Public Procurement and
Disposal of Public Property Act, 2015 and internal governance frameworks. The incumbent
will ensure that all procurement and disposal activities are conducted.

DUTIES AND RESPONSIBILITIES:

Procurement Management

  • Develop, implement, and oversee procurement policies, procedures, and systems in
    compliance with statutory and corporate requirements.
  • Manage tendering, evaluation, negotiation, and contract administration processes.
  • Ensure compliance with the Public Procurement and Disposal of Public Property Act and
    all related guidelines.
  • Prepare and monitor annual procurement schedules and ensure alignment with approved
    budgets.
  • Oversee supplier registration, prequalification, and performance evaluations.
  • Review and authorize procurement documentation including requests for proposals,
    quotations, and contracts.

Logistics and Inventory Management

  • Manage all logistics and inventory functions to ensure the timely and efficient availability
    of goods and materials.
  • Ensure proper transportation of incoming goods.
  • Ensure timely clearance of imports to avoid demurrage charges and stockouts.
  • Identify and use cost-effective transport methods for imports and exports.
  • Secure timely and valid import and export permits.

Strategic and Administrative Responsibilities

  • Develop and implement procurement and logistics strategies that align with the
    Corporation’s goals.
  • Provide expert advice to the Executive Management Team and the Board on procurement
    and logistics matters.
  • Manage departmental staff performance, training, and development.
  • Prepare analytical reports and recommendations to support decision-making.
  • Foster ethical and productive relationships with suppliers, contractors, and key stakeholders.

MINIMUM QUALIFICATION AND EXPERIENCE:

  • Comprehensive knowledge of the Public Procurement and Disposal of Public
    Property Act, 2015.
  • Strong understanding of supply chain management, contract law, and financial principles.
  • Excellent negotiation, problem-solving, and decision-making skills.
  • Strong leadership and interpersonal abilities.
  • High level of integrity, confidentiality, and attention to detail.
  • Proficiency in Microsoft Office Suite and ERP/procurement management systems.

REQUIRED SKILLS AND KNOWLEDGE:

  • A Bachelor’s Degree in Procurement Management, Supply Chain Management, Business
    Administration, Finance, or a related discipline.
  • A professional qualification such as CIPS (Chartered Institute of Procurement &
    Supply) Level 4 – 6 or equivalent certification would be an asset.
  • A minimum of five (5) to seven (7) years of progressively responsible experience in
    procurement, logistics, or supply chain management, with at least three (3) years at a
    managerial level.
  • Experience in a public sector or state enterprise environment would be an advantage.
    Any combination of experience and academic qualifications from which comparable
    knowledge, skills and abilities have been achieved.
