DEPUTY GENERAL MANAGER – HUMAN RESOURCES

The Deputy General Manager- Human Resources is responsible for working collaboratively with other members of the Management Team to establish and achieve the Corporation’s objectives. The position is responsible for developing and implementing the Corporation’s Human Resource Strategic Plan, and plays a lead role in negotiating Collective Agreements and resolving labour disputes. The incumbent also provides ultimate oversight for Human Resources including reviewing, updating, developing and administering the Corporation’s Human Resource Management Policies and Procedures, Job Evaluation and Compensation Systems, Employee Relations Procedures and Benefit Structure, Training and Development Policy Plan and Manpower and Succession Plans.

JOB SUMMARY:

The incumbent also provides ultimate oversight for Human Resources including reviewing, updating, developing and administering the Corporation’s Human Resource Management Policies and Procedures, Job Evaluation and Compensation Systems, Employee Relations Procedures and Benefit Structure, Training and Development Policy Plan and Manpower and Succession Plans.

DUTIES AND RESPONSIBILITIES:

  • Prepares an annual human resource work plan and related budget for the Human Resources Division.
  • Monitors and evaluates the human resource strategic plan and makes adjustments in keeping with macro and micro – level changes in the internal and external environments.
  • Manages the development, implementation, maintenance and review of all personnel policies, procedures and authorities including policies and procedures for recruitment, de-recruitment, testing, placement, classification, orientation, benefits, and labour and industrial relations.
  • Develops methods to improve human resource policies, processes, and practices and implements changes as necessary.
  • Oversees the industrial relations and employee services function to ensure harmonious relations between the Corporation and the Unions that represent its employees and to ensure timely and effective resolution of grievances and labour disputes.
  • Analyses the competitiveness of the company’s remuneration policies and makes proposals for the establishment and maintenance of appropriate salary ranges, individual salary progression and application of fringe benefits to staff.
  • Develops, maintains and monitors the Corporation’s establishment and coordinates periodic review and modification as necessary to meet the changing needs of the Corporation.
  • Designs and co-ordinates the implementation of performance and potential appraisal systems and initiates action to ensure timely compliance with such programmes.
  • Advises line personnel on all employee relations matters; recommends disciplinary action and administers as necessary; prepares, signs and issues letters of termination to non-management staff after approval by the General Manager.
  • Oversees management of the employee relations function to ensure harmonious relations between management and all employees.
  • Ensures the maintenance and storage of an up to date skills, experience and knowledge inventory of the Corporation’s staff.
  • Prepares personnel forecast to project employment needs.

Executes related projects and assignments as requested by the General Manager.

MINIMUM QUALIFICATION AND EXPERIENCE:

  • Bachelor’s Degree in Human Resources Management or a related field.
  • Postgraduate qualification in Human Resources Management or a related field would be an asset.
  • At least ten (10) years senior management experience in a similar position and experience in a unionised environment is considered mandatory.
  • Proven track record of achievement in a similar role within a best practice HR environment.
  • Formal Training in Industrial Relations, Compensation Management, Team Building Organisational Behaviour, and/or Change Management will be considered an asset.
