ASSISTANT DEPUTY GENERAL MANAGER- TOBAGO

JOB SUMMARY:

The Tobago Division of the Corporation aims to provide a seamless experience for customers and employees in Tobago. ADGM – Tobago leads this satellite operation of the PTSC, with hybrid departments which carry responsibility for managing and executing the functions of the Corporation across Tobago. The Division is uniquely set up as a scaled model of the Corporation which facilitates representatives with responsibility across all functional areas reporting into the Division leadership.

Reporting to the General Manager, the position is responsible for planning, directing and monitoring the functions of the Corporation’s Tobago Division, supporting the execution of strategic and operational objectives.

To manage the execution and oversight of these functions, the ADGM – Tobago is supported by Managers with specialised focus on either operational functions (such as Operations,  Engineering and Customer Experience) or related business administration functions (such as Facilities and Capital Projects, HR, Finance, etc.).

DUTIES AND RESPONSIBILITIES:

Strategic, leadership and administrative responsibilities

  • Directs and controls the administrative, operating and technical functions of the Tobago Division and gives strategic guidance and direction to the management and staff to ensure that the Division and Corporation achieves its mission and strategic and performance objectives.
  • Responsible for setting and maintaining all KPIs across the Division’s functions.
  • Advocates for change and supports cross functional collaboration for the overall improvement of the Corporation’s performance and experience objectives.
  • Provides assistance to executive and senior management and other departmental officials in the development of strategic plans and objectives.
  • Responsible for the execution and management of strategic initiatives as required.
  • Provides necessary reporting as required.
  • Participates in the planning and provides oversight of relevant environmental initiatives.
  • Prepares the Division’s annual budgets, financial projections, operating budgets, procurement plans and proposals as required.

Develops and directs the implementation of policies and procedures to facilitate the execution of

  • cross-functional work through an appropriate resourcing strategy for the Division.
  • Responsible for demonstrating and upholding the Corporation’s values and developing and overseeing initiatives to embed same within the Department.
  • Responsible for mentoring and coaching of the Department team and ensuring employee policies including career development are adhered to.
  • Maintains effective stakeholder relationships.
  • Carries out other duties and assignments as advised by the General Manager

Functional responsibilities

Operational, including:

  • Ensures the Division has appropriate resourcing, infrastructure, and that adequate policies and procedures are in place to provide the Division with effective operational services which include Customer Experience, Operations and Engineering, Facilities and Capital Projects.

Customer Experience:

  • Provides operational oversight and supports in the execution of the Customer Experience activities within the Division, driven by the Customer Experience Department’s strategy and plans.
  • Provides strategic insights and reporting as necessary

Operations and Engineering:

  • Provides operational oversight and facilitates support with regards to service management, dispatch, service quality, investigations and maintenance of services and operations.
  • Provides oversight, coordinates and directs all maintenance activities in Engineering workshops.
  • Provides strategic insights and reporting as necessary with regards to related activities such as route and service planning, etc.
  • Supports the execution of the Corporation’s strategies including owning change management for the operational processes as needed.

Facilities and Capital Projects:

  • As a representative of Management, the position provides and facilitates support on behalf of the Corporation, with regards to capital projects being conducted in Tobago.
  • Provides operational oversight of facilities maintenance for the Tobago real estate and related assets.

Business administration, including:

Human Resources:

  • Together with the Head of HR, determines the appropriate processes and resourcing for the execution of HR functions for the Tobago Division.
  • Provides oversight and ensures there is adequate management and execution of activities for the Division via the Human Resource Officer.

Finance and Accounts:

  • Together with the Head of Finance and Accounts, determines the appropriate processes and resourcing for the execution of Finance and Accounts functions for the Tobago Division.
  • Provides oversight and ensure there is adequate management and execution of activities for the Division.

MINIMUM QUALIFICATION AND EXPERIENCE:

  • Post-graduate qualification in a relevant functional/technology specialism (e.g. Engineering, Transport Management, Business Administration, Public Administration, Management Studies, or related field).
  • Project Management certification (e.g. PMP, Prince2) would be an asset.
  • Seven (7) to ten (10) years’ management experience in public transport, fleet management or a similar environment, including at least three (3) years at senior management level.
  • Additional related experience may substitute for degree on a year for year basis up to four (4) years.
  • Proven experience in project management including agile project management methodologies.
  • Strong leadership and coaching skills.
  • Some level of soft skills needed.
  • Some level of Finance and Inventory, HR/ IR needed.
  • Knowledge of road traffic, rules and regulations, transport principles and laws governing road transport in Trinidad and Tobago would be an asset.
  • Knowledge of project management practices for managing cost, schedule and quality.
  • Ability to be a positive and constructive contributor in a team-based environment.
